The U.S. Department of the Interior's Bureau of Land Management (BLM) has entered into a five-year Memorandum of Understanding (MOU) with the Off-Road Business Association (ORBA), a landmark agreement between the public and private sectors to provide a framework for existing land management to become more consistent, scalable and measurable nationally while supporting practical coordination at the state and field-office level.

The formalizing of the relationship between ORBA and BLM will help advance work already underway to connect national discussions with localized efforts, improve early communication with proponents, expand education and stewardship opportunities, and establish tangible results that can be reviewed over time.

"Public land stewardship works best when we bring people to the table early and focus on solutions," said Steve Pearce, BLM Director. "This agreement strengthens our partnership with ORBA and gives us a better way of working together. By collaborating with ORBA earlier and more consistently, we can improve access and give our field offices and local communities the tools they need to support responsible recreation on America's public lands."

"ORBA is thrilled for the opportunity to engage formally with our partners at the Department of the Interior and BLM for a shared mission to better understand and promote responsible recreation and stewardship of public lands," said Laura Butcher, ORBA’s legislative director. "Our public lands are a national treasure, and we all benefit when all stakeholders are pulling in the same direction in service of preserving access for all."

The MOU is designed to support responsible outdoor recreation, public lands stewardship, workforce awareness, recreation infrastructure improvements and data-driven evaluation of the economic contributions associated with motorized recreation on public lands.

The MOU covers several critical objectives, in which BLM and ORBA will:

  • Workforce awareness and career outreach
  • Stewardship and public lands projects
  • Recreation opportunity coordination
  • Economic impact and research collaboration

Among the immediate initiatives is the development of a practical "Do I Need a Permit?" session and pursuing opportunities to offer it across the popular Overland Expo series of enthusiast events. ORBA will also provide practical support and basic education for Title III and Special Recreation Permits, Paleontological Resource Use Permits and Scientific Research Permits and Authorization.

The MOU will provide a more consistent framework for connecting these efforts, helping to translate national-level conversations into practical work with BLM offices, industry partners, permittees and recreation communities, while giving both ORBA and BLM clearer opportunities to identify where coordination is useful and productive.

There is no federal funding tied to this MOU, and therefore serves as an example of how private-public partnerships can help meet national challenges through collaboration, communication and resource sharing. The agreement would not change BLM's permitting authority or ORBA’s ability to advocate independently. It would provide a clearer structure for the areas where coordination between BLM and ORBA can be productive.

BACKGROUND

While this formal relationship is new, DOI and BLM are already familiar with ORBA, which has worked with both agencies at the national level, coordinating directly with state and field offices and helping businesses and permit proponents navigate issues on the ground.

In June, ORBA participated in meetings in Washington, D.C., with the White House, DOI, BLM, congressional offices and House Natural Resources Committee staff focused on travel management, motorized access and other public-lands issues.

Much of the work envisioned during the crafting of the MOU is already underway. ORBA has a well-established working relation with BLM’s Nevada and California offices, including years of involvement in special recreation permitting and education, economic impact work, and technical meetings.

SCCA Hall of Fame Class of 2027 headshots.

Ron Babb, Kas Kastner, Brian Redman, Tim Suddard and the late Clif Tufte will be inducted into the SCCA Hall of Fame in January.

The Sports Car Club of America (SCCA) Hall of Fame Class of 2027 has been unveiled, honoring five SCCA legends whose on- and off-track achievements have earned them a place among the organization's most distinguished members.

Ron Babb, Kas Kastner, Brian Redman, Tim Suddard and the late Clif Tufte form the illustrious class of honorees, who will be officially inducted into the SCCA Hall of Fame in January during the SCCA National Convention.

Since the Hall of Fame's inception in 2005, the SCCA has recognized an extraordinary group of individuals whose contributions have helped shape the Club and the world of motorsports. Past inductees include racing greats Roger Penske, Carroll Shelby, Dan Gurney, Phil Hill and Bobby Rahal, along with influential figures such as Paul Newman, Denise McCluggage and Lyn St. James. From championship-winning drivers and innovative engineers to dedicated volunteers and leaders, each has left a lasting mark on SCCA's history, carrying forward a legacy that continues with the Class of 2027.

What follows is a summary of the accomplishments of the SCCA Hall of Fame as the Class of 2027.

Ron Babb

An active autocrosser since joining the SCCA in 1980, Ron Babb was successful on the Solo course and in developing programs at both the Regional and National level. A cofounder of the Northwest Region Solo program in the 1980s, Babb brought administrative developments learned from his Naval career to the program. He mentored other NorPac Regions who were improving their own programs and encouraged members to make the long tow to what is now called the Tire Rack SCCA Solo National Championships in the heartland, often leading a caravan himself. Prior to smartphones, his 20-year tenure as Nationals Chief of Info provided information to competitors on site, including live results. On the course, Babb is a four-time National Champion, adding to his Hall of Fame legacy.

R.W. "Kas" Kastner

R.W. "Kas" Kastner changed the way SCCA competitors approached their cars. As a driver, Kastner was the 1959 E Production National Champion, but his real legacy came off the track. Already running the Triumph Competition Department, he was the winner of SCCA's Best Technical Article award in 1963. That was when he developed manuals and, eventually, books explaining how to extract performance from Triumphs under the now-famous motto: "never be beaten by equipment." His models allowed competitors to extract the maximum performance from a car using what amounts to factory support in their own garages. He finished his career in charge of Nissan's successful IMSA GTP program. Along the way, he served as the Cal Club Region chief driving instructor, was the SCCA National Licensing Chair, and was on the Cal Club Board of Governors, which comes in addition to his being a team manager, team builder and mentor.

Brian Redman

Even today, Brian Redman is known as the consummate race car driver. A current and active member of SCCA's Central Florida Region, Redman was the only person to win three consecutive SCCA Formula 5000 championships in the mid-1970s. The Burnley, England, native was a Formula 1 racer and won at Le Mans, Daytona and Sebring. Off the track, Redman has been an unofficial promoter of SCCA activities, including the Stewards program, and an official promoter of vintage racing across the United States, with his legendary cat elevating his notoriety even more in the sport.

Tim Suddard

From the time Tim Suddard joined the SCCA in 1983 after attending his first autocross, he has provided a voice for the Club on a National and global level. As the founder of Grassroots Motorsports Magazine, which began as Auto-X, he was a cheerleader for programs that may have been overlooked on the larger motorsports stage. He was an autocross promoter near his home in Daytona Beach, and introduced the first event program to what is now the Tire Rack SCCA Solo National Championships. His magazine amplified programs like SCCA Hill Climbs and was an early proponent of SCCA's Track Night in America Driven by Tire Rack program. That theme continues today, where Grassroots Motorsports Magazine reaches an audience of more than six million enthusiasts through print and digital outlets.

Clif Tufte

In the 1950s, the late Clif Tufte envisioned the future of motorsports taking place on permanent racetracks. As the road racing tide turned away from temporary courses on Strategic Air Command airports and public roads in the 1950s, Tufte conceived of, raised the funds for, designed, and built Road America outside of Elkhart Lake, WI. As the track’s first president and promoter when Road America opened in 1955, he and his team provided the blueprint for every permanent road course to come. The first race held at Road America came in September 1955 and was an SCCA National, won by fellow SCCA Hall of Fame member Phil Hill. Tufte retired from the track in 1978, prior to his passing in 1981 at 84 years old.

SBN Spotlight Frank Vasquez

The SEMA Businesswomen's Network (SBN) has named Frank Vasquez of KW Automotive North America Inc., as its newest allyship honoree.

Learn how Vasquez supports women in the industry and promotes the ally mindset in the SEMA News interview below.

SEMA News: What do you do to support the ally mentality and women's empowerment?

Frank Vasquez: I try to understand the perspectives of others and empathize with their feelings about a task or situation. I try to provide clear communication so that I am willing to lend a helping hand or answer any questions, regardless of how big or small. Often, we forget how long we've been around certain areas, and while the answers may seem simple or obvious to me, it may not be something others have considered or fully understand. Breaking down that apprehension to talk through things or ask questions is a great way to empower someone to take things into their own hands and know you are there to fall back on if they hit a roadblock or need help.

SN: Why do you feel that being an ally is important?

FV: It's important to share your experience and encourage others so they feel comfortable learning and asking questions. Looking back on mentors I've had, I realize how valuable their knowledge was that they shared with me and how much of a jumpstart it gave me by not having to directly learn on my own.

SN: What have you found to be the most important/valuable part of being an ally?

FV: I think the value in being an ally comes from letting others know they have a place to go when they need guidance or assistance. I believe that empowerment gives others a lot of confidence to get things done and builds a stronger working relationship within the team.

SN: How long have you been in the industry?

FV: 18 years.

SN: What advice do you have for those who want to become an ally?

FV: You have a lot to share and learn from those around you every day. Capitalize on the opportunity to do so and it will not only enrich your life, but others as well.

SN: How does someone spread the ally mentality?

FV: This is a difficult question to answer because it certainly becomes a subconscious act. If you see others embodying characteristics that contradict the ally mentality, talk to them about it. By reacting with curiosity in a genuine way, you can understand their reasoning and educate them on how others may perceive or respond to their behavior. They may not understand that their position is intimidating or that they seem unapproachable but sharing those insights may help them understand and react or behave differently in a positive manner next time. Lead by example, treat everyone with kindness and respect.

Fill out an SBN Ally Spotlight form to highlight how you or a colleague is being an ally to women in the automotive specialty-equipment industry. Selected candidates are eligible to be featured on SBN's social media and in SEMA News.

There's still time to nominate deserving individuals for the SEMA Motorsports Parts Manufacturers Council (MPMC) Hall of Fame Award and Robert E. Petersen Media Award. As two of the most prestigious honors in aftermarket motorsports, these awards recognize the leaders, innovators and storytellers whose contributions have helped shape and advance the industry.
