A common misconception is that emissions-related products not sold in California are “49-state legal.” This is not the case. The U.S. Clean Air Act prohibits the modification of street vehicles without proper certification in all 50 states. Fortunately, the California Air Resources Board (CARB) provides a method by which manufacturers can certify emissions–related products.
