The U.S. Environmental Protection Agency (EPA) has issued a groundbreaking advisory opinion that states that a SEMA Certified-Emissions certification qualifies as a reasonable basis under the Tampering Policy and companies can rely on this certificate to demonstrate compliance. With this formal recognition, the EPA is establishing a regulatory pathway allowing for 49-state sales (excluding California and reestablishing the federal government's leadership on clean-air issues.

 

"Today, the EPA has verified what SEMA for years has told regulators at the state and federal levels: that the automotive aftermarket industry has a precise mechanism to support emissions testing compliance with federal laws, and it's called SEMA Certified-Emissions," said SEMA CEO Mike Spagnola. "This EPA recognition of the SEMA Certified-Emissions program is nothing short of a pioneering action by the federal government to utilize private-public partnerships in service to industry regulatory compliance efforts. We're beyond pleased to continue to provide this service to aftermarket businesses so they can bring their innovative products to the market, and with a renewed certainty that our nation's clean-air laws are being followed."

 

"Americans should not be forced to solely rely on California to certify aftermarket products. Starting today, Americans can trust that products certified by SEMA meet federal requirements and can be used to repair vehicles," said EPA Administrator Lee Zeldin. "President Trump's commitment to reviving the American auto industry has been unwavering and has already yielded hundreds of billions in new investments, supported American jobs and expanded consumer choice. With the aftermarket sector being a key piece of the industry, EPA is proud to deliver on the president's agenda for the small businesses producing aftermarket parts and on behalf of the Americans who purchase those parts."  

 

The EPA's action directly responds to a June 29 presidential memorandum by President Trump that encouraged the agency to "expeditiously consider, and act on any requests from organizations capable of testing aftermarket parts for conformance with the CAA," to ensure compliance with the requirements of the Clean Air Act and other relevant EPA regulations.

 

  • This is a significant win for the automotive aftermarket, an economically significant industry made up primarily of small businesses that design and manufacture innovative, American-made, emissions law-compliant products that enhance the performance of cars and trucks across the globe.

 

The SEMA Certified-Emissions program is the product of years of heavy investment and development by SEMA through its SEMA Garage program. The envisioned purpose of SEMA Certified-Emissions was to create a robust, sustainable and practical pathway to Clean Air Act emissions compliance under federal law. As a result of this work, the SEMA Garage is now the automotive industry's foremost venue for showing a documented, reasonable basis for aftermarket products having no adverse impact on emissions.

 

In the last decade, previous administrations' EPAs have ceded authority to California, enabling the state to serve as a de facto national regulator and require manufacturers to obtain California Air Resource Board (CARB) Executive Orders (EOs) to sell anywhere in the country.  EPA's recognition of the SEMA Certified-Emissions program verifies a transparent, data-driven process to serve as an affordable, accelerated pathway for aftermarket companies to follow. It offers much-needed certainty for aftermarket businesses, particularly with regards to products that meet federal standards (i.e., internal combustion engine products).

 

Additionally, recognition of the SEMA Certified-Emissions program rebalances EPA authority over Clean Air Act emissions compliance and provides manufacturers, retailers and consumers with a viable, nationally recognized option for illustrating compliance. In particular, aftermarket businesses gain much-needed certainty, including those whose products where California has not provided a clear path to compliance.

 

SEMA thanks President Trump, EPA Administrator Zeldin and the entire team at EPA for their leadership and unyielding push to re-balance our nation's environmental goals so that the ability of American businesses to thrive is never hindered.

 

What the Aftermarket Industry Is Saying

VMP Performance President Justin Starkey: "VMP Performance has been using SEMA Garage for emissions compliance since its inception in 2015; we were actually the Garage's first customer. We've poured hundreds of thousands of dollars into emissions testing and compliance. SEMA exhibiting leadership in this area is critical to the industry's long-term success and we finally have an alternative to the CARB EO process."

 

Magnuson Superchargers CEO Kim Pendergast: "Magnuson Superchargers has filed for CARB EOs since the beginning. Jerry Magnuson, the founder and owner at the time, did it simply because he believed it was the right thing to do. He always said, 'One day everyone will follow the EO process and we will already be there.' When SEMA started their Certified program for emissions, Magnuson decided to use SEMA, even though we already had the internal capabilities; we liked the transparency of a third-party's validation. We hoped other members would sign on so we would all see the benefit of using the same system at the federal and state levels. That's happening now. I hope more SEMA members will join SEMA Certified-Emissions. It helps all of us."

 

JASPER Engines & Transmissions Group Leader Brad Boeglin: "JASPER utilizes the SEMA Certified-Emissions program to support identification of worst‑case vehicle and engine configurations, and to ensure our emissions testing strategy and documentation align with EPA reasonable‑basis requirements. SEMA's technical review serves as an independent third‑party validation of our emissions documentation and testing, reducing inconsistencies, rework and delays. Overall, the SEMA Certified-Emissions program allows us to launch compliant products sooner while protecting both JASPER and our customers."

Background
 
  • The EPA is tasked with ensuring compliance with federal law as established by the Clean Air Act. Such action is guided by the EPA's Office of Enforcement and Compliance Assurance; among the areas this office is involved is engine tampering and aftermarket defeat devices. Violators are subject to significant civil penalties and even criminal prosecution, with the potential for prison terms.
     
  • Under EPA's Tampering Policy, the agency typically does not take enforcement action for conduct that might be a violation of section 203(a)(3) of the Clean Air Act if the person engaging in the conduct has a documented "reasonable basis" to conclude that the conduct (or, where the conduct in question is the manufacturing or sale of a part or component, the installation and use of that part or component) does not and will not adversely affect emissions.
     
  • SEMA Certified-Emissions is not a blank check to use a certified product in any way imaginable. Instead, SEMA Certified-Emissions products and components are tested and authorized for specific makes, models, model year and engine configurations, providing a path to emissions compliance for companies and cleaner air for our communities.
     
  • The SEMA Certified-Emissions program maintains a centralized, transparent database of compliant products. This publicly searchable database adds to manufacturers', retailers', consumers' and federal stakeholders' confidence in the integrity of our nation's emissions standards.
     
  • The SEMA Certified-Emissions program allows sales in 49 states; California sales still require a valid EO from CARB.  Nonetheless, EPA's recognition of SEMA Certified-Emissions provides a new path to 49-state legal sales and allows CARB to return to its historic role serving the California market.

PRO Cup Challenge

 

Open exclusively to automotive restylers, the 2026 SEMA PRO Cup Challenge will feature up to six automotive restyling shops vying for top honors in the coveted competition. Applications are open now at www.semapcc.com.

 

Culminating at the SEMA Show in Las Vegas, November 3-6, the PRO Cup Challenge is not about creating one-time builds; it's about building repeatable accessory packages for new model vehicles within real-world constraints on time and budget. Skills, creativity and business acumen all weigh heavily in the competition, with the goal of conveying to fellow restylers, dealers and accessory manufacturers the benefits of offering scalable packages that appeal to mass audiences.

 

"Since the competition debuted in 2019, the PRO Cup Challenge has provided dozens of automotive restyling shops with added exposure," said PRO Council Director Denise Waddingham. "We look forward to providing a platform for automotive restyling shops to take their businesses to the next level."

 

Six competitors will be selected to design and build an accessory package that takes less than 50 hours to install and costs no more than $14,500. Competitors will receive feature vehicle placement in the West Hall PRO booth during the week of the SEMA Show. 

 

At the Show, a panel of industry expert judges will select the PRO Cup Challenge winner based on vehicle marketability, ease of reproduction, creativity and profitability. Showgoers can also vote for their favorite build, recognizing it with the People's Choice Award. The competition will culminate on Wednesday, where the winner of both Awards will be announced at the PRO Booth Happy Hour.

The SEMA Hot Rod Industry Alliance (HRIA) is hosting its Education Days Program at the Goodguys Summit Racing Nationals in Columbus, Ohio, giving attendees the opportunity to learn directly from top manufacturers in the hot-rod market.

Built from the ground up in the Hemmings Garage in Bennington, Vermont, the minibike, dubbed "Stay Gold," is the product of countless hours from Shop Manager Junior Nevison, Technical Editor Terry McGean and the Hemmings Garage team.

 

The project began after the crew restored a family heirloom '70 Honda CT-70 and rediscovered the charm of the minibike that introduced generations of enthusiasts to riding and wrenching. Inspired by the ability to source nearly every component new, the team set out to create something that honored the CT-70's legacy while pushing its design in a new direction.

 

Using all-new parts from Bart Moto Co., the Hemmings crew designed and assembled the custom machine before partnering with renowned painter Travis "Tuki" Hess, whose signature metal flake artwork gave Stay Gold its unmistakable personality. From concept to completion, Stay Gold showcases the dedication, craftsmanship and countless hours invested by the Hemmings Garage team, as told in a video on Hemmings' YouTube Channel.

 

"Stay Gold represents everything we love about this hobby," said Jonathan Shaw, president of Hemmings. "It's creative, personal and deeply rooted in the memories that first sparked our passion for cars and motorcycles. Projects like this remind us that collector culture today should preserve the past and balance that with inspiring the next generation of enthusiasts to build, create and make memories of their own." 

 

To bring the vision to life, Hemmings partnered with Hess of Kolor by Tuki Kustom Auto Paint. Widely respected throughout the drag racing and custom automotive communities, Hess is known for his intricate metal flake paintwork and period-inspired designs, Hemmings said. For Stay Gold, he applied his signature artistry across the frame, fenders and headlamp nacelle, creating a finish that captures the bold spirit of '70s custom culture while remaining unmistakably original.

 

Every component was selected to complement the custom paint scheme and create a machine that feels equally at home on display or on the road.

Toy Story 5-Inspired Porsche 911 Trio Leads to $3 Million Donation

Three one-of-one Porsche 911 models customized to embody the spirit of Toy Story characters Woody, Buzz Lightyear and Jessie debuted at the red-carpet World Premiere of Toy Story 5.

 

Now, those same vehicles are generating a real-world story of giving. The intended buyer has committed to donate $3 million, with $1 million designated for each of the following non-profit organizations: Big Brothers Big Sisters of America, the American Red Cross and Starlight Children's Foundation. The Porsche collector and philanthropist would like to remain anonymous.

 

"When we first learned about the project--the incredible cars and the work these charities do for children and families--we knew it was a natural fit," says the anonymous buyer. "Our passion for unique Porsches and giving back runs as deep as our love of Woody, Buzz Lightyear, Jessie, and the rest of the Toy Story 5 characters. Seeing the teams at Porsche and Pixar come together with their creativity and resources to bless and inspire others is something that is easy to get behind, matching our resources with theirs to expand the potential impact. It truly hits on all cylinders for us, and we hope it inspires others to do the same."

 

The vehicles were extensively customized by Porsche's Sonderwunsch "special wishes" department in collaboration with Disney and Pixar.

"We are incredibly grateful to the buyer for this generous $3 million donation, which will directly support organizations doing critical work every day. A 911 GT3 RS inspired by Buzz Lightyear features a striking white, green and purple color scheme, a prominent rear wing echoing his signature "wings" and custom "Lightyear" tires, complemented by a highly detailed, character-driven interior.

 

The 911 Targa 4 GTS channels Jessie's character with her name replacing the Targa designation on the roll bar, her signature catchphrase, "yeehaw," on the door sill guard, a newly developed pearl-effect white paint matching the pearl buttons on her shirt, and bold western-inspired accents with denim and cowhide interior elements.

 

Completing the trio, the 911 Carrera T, inspired by Woody, showcases a unique denim-like paint finish, mimicking the wear of his jeans, vintage-inspired leather and playful character details that reflect his iconic style.

 

The cars are currently touring the United States at events hosted by the nonprofit partners and are expected to be formally handed over to their new owner during Monterey Car Week in August.

Originally launched to celebrate Tread Lightly!'s 35th anniversary, the Drive 35 campaign encourages riders and outdoor recreation enthusiasts to complete free online Responsible Rider Masterclass courses designed to educate users on how to minimize their impact and help protect trails, waterways and snow recreation areas for future generations.

Next-Generation Hyundai Elantra Prototype Spotted Testing in Europe

The next-generation Hyundai Elantra (codenamed CN8) has been caught testing in Europe's mountains. These images confirm that Hyundai is doubling down on its futuristic, coupe-inspired design language for the '26 Elantra. German registration plates fuel speculation that the new Elantra might finally make it to the European market.

 

The Elantra CN8's headlights reveal a dramatic evolution from the current model. The new setup features rectangular LED modules integrated within a wide, sculpted grille section reminiscent of the Hyundai N Vision 74 concept. A continuous LED daytime running light (DRL) strip runs horizontally across the front fascia, creating a sleek, high-tech look that stands out at night.

 

This lighting signature gives the Elantra a wider stance and a more aggressive road presence, signaling Hyundai's move toward a bolder design philosophy across its sedan lineup.

Moving to the rear, the taillight cluster is equally striking. The spy shots reveal a full-width LED bar stretching across the trunk, connecting both taillamps into a single, continuous light signature. The horizontal beam is flanked by sharp, triangular lighting elements that echo the N Vision 74's retro-futuristic aesthetic.

 

This setup, combined with muscular rear haunches and aggressive fender lines, gives the new Elantra a sportier, more premium visual character compared to its predecessor.

 

While many competitors are rapidly transitioning to fully electric powertrains, Hyundai appears committed to offering one more generation of the internal combustion-powered Elantra. Insiders report that delays in Hyundai's EV rollout have prompted the company to focus on a refreshed gasoline-powered lineup, with hybrid and LPG variants expected to complement the range.

Powertrain options are likely to include a 1.6L gasoline engine, an LPG variant (for select markets) and hybrid powertrains. This combination should deliver familiar reliability and efficiency while maintaining accessibility for mainstream buyers.

 

The coupe-inspired silhouette, bold character lines and low, wide stance draw direct inspiration from Hyundai's acclaimed N Vision 74 concept car. The new Elantra blends retro styling cues with modern aerodynamic proportions, creating a unique identity that bridges Hyundai's performance-oriented and mainstream design directions.

 

According to industry sources, the all-new Hyundai Elantra (CN8) is scheduled for a global debut in 2026.

Following the introduction of the Leon VZ, Cupra is now testing an even hotter version of its compact hatchback––the Leon VZ TCR––at Germany's Nürburgring. Only 499 units of this high-performance hatchback will be built beginning at the end of 2026. With 320 hp and 310 lb.-ft. of torque, it is the most powerful front-wheel-drive Leon ever built.

 

Power is sent to the front wheels through a seven-speed DSG dual-clutch transmission, supplemented by an electronically controlled front-axle differential (VAQ) that improves traction. Acceleration from 0-62 mph takes 5.6 seconds, and top speed is unrestricted.

Adaptive Chassis Control (DCC) enables rapid responses, while configurable drive modes adjust the handling characteristics. Akebono brakes with six-piston calipers provide strong stopping power, while the steering delivers a progressive feel. Four copper exhaust tips produce the engine's characteristic sound.

 

The design is inspired by motorsports. The rear seats are removable, while a strut brace and integrated mesh enhance rigidity. Special alloy wheels and 9.6-in.-wide tires increase grip and stability. The front CupBucket seats feature four-point harnesses, and a serial number is engraved on the door. Aerodynamic elements such as front and rear splitters, side skirts, a diffuser, a roof spoiler and black-painted carbon-fiber mirror caps further distinguish the model.
