The U.S. International Trade Commission (ITC) has initiated an investigation into the effects of Chinese intellectual property rights (IPR) infringement on U.S. jobs and the economy, along with China's so-called “indigenous innovation policies.” The latter refers to a Chinese initiative, which encourages domestic companies to develop their own technology and brands instead of simply manufacturing foreign products.

The United States and many other foreign governments are concerned that regulations implementing the policy discriminate against foreign products and encourage the purchase of domestic goods by the Chinese government. The government procurement market is estimated to be USD$82 billion.

With respect to IPR infringement, the ITC is seeking to report on the following:

• describe the size and scope of reported IPR infringement in China;
• perform a quantitative analysis of the effects of Chinese IPR infringement on the U.S. economy and jobs; and
• discuss actual, potential and reported effects of China's indigenous innovation policies on the U.S. economy and U.S. jobs and quantify those effects to the extent possible.

The ITC will submit its findings to the U.S. Senate Finance Committee by May 2011.

The win also tied Dixon with NHRA legend Joe Amato for the most SuperNationals wins in the Top Fuel category and also marked his 10th career final-round appearance at Old Bridge Township Raceway Park.

Only one other driver has as many final round appearances at a single event in the Top Fuel category—seven-time world champion Tony Schumacher has made 10 final-round appearances at the Mac Tools U.S. Nationals in Indianapolis.

“Trophies like these—from what I call the majors—always shine a little brighter for me,” said Dixon. “Indy, Pomona, Gainesville, even Columbus back then, you want to do well. I feel blessed to be able to race on tracks like these.”

With the win, Dixon was able to clinch his spot in the Countdown to 1 playoffs with just six races to go in the regular season.

In Funny Car, Bob Tasca drove his Fordparts.com Shelby Mustang past Del Worsham to earn his first win of the season. The win also pushed Tasca up to sixth place in the Funny Car point standings, just 28 points outside of the top five.

“It’s hard to put words together right now,” said Tasca. “This is a special place for my family and to win here with all of my family here is just unbelievable. These are the moments you dream about as a kid laying in bed. This is a moment I’ll treasure forever. I know that my grandfather is not here, but he’s looking on from above.”

PHILLIPS RACES TO SECOND WIN OF THE SEASON; EDWARDS GRABS SEVENTH OF SEASON AT ENGLISHTOWN: Pro Stock Motorcycle rider Michael Phillips all but dominated his class this past weekend, grabbing the No. 1 qualifier and racing to his second win of the season at the NHRA SuperNationals in Englishtown, New Jersey. Phillips was the class of the field the entire week, setting a track record for time and speed during qualifying Friday and never looking back as he took the win and moved to the second spot in the point standings.

“It’s been a great weekend to set the track record now that we’ve finally gotten a handle on the clutch, which has always been my biggest problem,” said Phillips. “I can’t thank Craig Treble enough for coming over and showing me some things.”

While Phillips was the bike to beat in the Pro Stock Motorcycle class, Mike Edwards once again showed his dominance over the class, taking his ninth No. 1 qualifier of the season on Saturday and his seventh race win of the season Monday. It’s Edwards’ third consecutive race where he has taken the No. 1 qualifier and the race win in one weekend.

“Last year was a dream season with the championship, but this year is truly a dream come true,” said Edwards. “I’ve done this a long, long time, and to experience this kind of success, I just praise the Lord for his blessings. PHILLIPS RACES TO SECOND WIN OF THE SEASON; EDWARDS GRABS SEVENTH OF SEASON AT ENGLISHTOWN: Pro Stock Motorcycle rider Michael Phillips all but dominated his class this past weekend, grabbing the No. 1 qualifier and racing to his second win of the season at the NHRA SuperNationals in Englishtown, New Jersey. Phillips was the class of the field the entire week, setting a track record for time and speed during qualifying Friday and never looking back as he took the win and moved to the second spot in the point standings.

“It’s been a great weekend to set the track record now that we’ve finally gotten a handle on the clutch, which has always been my biggest problem,” said Phillips. “I can’t thank Craig Treble enough for coming over and showing me some things.”

While Phillips was the bike to beat in the Pro Stock Motorcycle class, Mike Edwards once again showed his dominance over the class, taking his ninth No. 1 qualifier of the season on Saturday and his seventh race win of the season Monday. It’s Edwards’ third consecutive race where he has taken the No. 1 qualifier and the race win in one weekend.

“Last year was a dream season with the championship, but this year is truly a dream come true,” said Edwards. “I’ve done this a long, long time, and to experience this kind of success, I just praise the Lord for his blessings. We have a great team and committed ourselves to doing this, and it’s good to see the results.”

DIXON WINS SIXTH OF THE SEASON AND SIXTH SUPERNATIONALS WIN, TASCA GRABS FIRST OF THE SEASON IN ENGLISHTOWN: Larry Dixon drove his Al-Anabi dragster past runner-up Antron Brown to collect his sixth win of the season as rain pushed the final round of eliminations to Monday morning at the 41st annual NHRA SuperNationals at Old Bridge Township Raceway Park in Englishtown, New Jersey. The win also tied Dixon with NHRA legend Joe Amato for the most SuperNationals wins in the Top Fuel category and also marked his 10th career final-round appearance at Old Bridge Township Raceway Park.

Only one other driver has as many final round appearances at a single event in the Top Fuel category—seven-time world champion Tony Schumacher has made 10 final-round appearances at the Mac Tools U.S. Nationals in Indianapolis.

“Trophies like these—from what I call the majors—always shine a little brighter for me,” said Dixon. “Indy, Pomona, Gainesville, even Columbus back then, you want to do well. I feel blessed to be able to race on tracks like these.”

With the win, Dixon was able to clinch his spot in the Countdown to 1 playoffs with just six races to go in the regular season.

In Funny Car, Bob Tasca drove his Fordparts.com Shelby Mustang past Del Worsham to earn his first win of the season. The win also pushed Tasca up to sixth place in the Funny Car point standings, just 28 points outside of the top five.

“It’s hard to put words together right now,” said Tasca. “This is a special place for my family and to win here with all of my family here is just unbelievable. These are the moments you dream about as a kid laying in bed. This is a moment I’ll treasure forever. I know that my grandfather is not here, but he’s looking on from above.”

Runner-up finisher Worsham was able to jump up a spot to eighth in the point standings.

TRAGIC: Neal Parker, a 58-year-old Top Alcohol Funny Car driver, was killed Friday during a high-speed accident during the NHRA SuperNationals at Old Bridge Township Raceway Park in Englishtown, New Jersey. It's the second driver death in three years at the facility. Funny Car driver Scott Kalitta was killed there in 2008.

INTERCONTINENTAL: The American Le Mans Series-sanctioned Petit Le Mans and 12 Hours of Sebring will be part of the Automobile Club de l’Ouest Intercontinental Le Mans Cup next year.

AUDI-ACIOUS: Audi swept the top three positions during the annual 24 Hours of Le Mans endurance race. Timo Bernhard, Romain Dumas and Mike Rockenfeller earned the overall crown in their Audi R15.

NEW UP FRONT: NASCAR has mandated a change to the front of the NASCAR Sprint Cup cars for the 2011 season, which includes the removal of the front splitter braces in favor of a sleeker look like the new NASCAR Nationwide Series cars.

ETHANOL BACKING: Ryan Hunter-Reay will enter the IZOD IndyCar Series Iowa Corn Indy 250 Sunday at Iowa Speedway with sponsorship from ICM Inc. and Green Plains Renewable Energy through the Ethanol USA brand. Hunter-Reay’s Andretti Autosport No. 37 was not scheduled to run this event for lack of sponsorship.

DREAMY: Billy Moyer earned his second victory in the DIRTcar Racing-sanctioned Dirt Late Model Dream Sunday afternoon at Eldora Speedway in Rossburg, Ohio. The $100,000 check is the largest payoff of the season for dirt-late-model racers.

NO WEEKLY ACTION: Angell Park Speedway, located in Sun Prairie, Wisconsin, has suspended its weekly racing program until further notice. USAC midget events scheduled at the track July 3–4, August 28–29 and September 4 will be held as scheduled.

NOT SO SUCCESSFUL: The NASCAR Hall of Fame is reportedly on track to draw fewer than the expected 800,000 people in its first year. Instead, the hall is more likely to see approximately 600,000 people.

HALL OF BANQUETS: The NASCAR Hall of Fame and the Crown Ballroom will play host to the NASCAR Whelen All-American Series Banquet December 10 and the NASCAR Night of Champions Touring Gala December 11.

EXPO IN INDIANA: Former Beaver Dam (Wisconsin) Raceway owner Gary Schlafer will host the first Great American Motorsports Exposition at the Indiana State Fairgrounds in Indianapolis November 26–28.

DIRT-TRACK SKILLS: Jimmie Johnson won the Gillette Fusion ProGlide Prelude to the Dream June 9 at Eldora Speedway in Rossburg, Ohio. The event raised funds for four children’s hospitals, with Levine Children’s Hospital in Charlotte, North Carolina, earning 45% of the funds.
