Legislation to mandate payment of a “recoupment” surcharge of up to $95 died when the legislature adjourned for the year.

Legislation to mandate payment of a “recoupment” surcharge of up to $95 died when the legislature adjourned for the year. The surcharge would have been calculated to levy the highest tax on owners of the most fuel efficient vehicles.

Separate legislation to require the Department of Transportation to take steps to implement a vehicle mileage user fee to tax drivers on actual miles driven also died. Both bills would need to be reintroduced next year in order to gain legislative consideration. These bills sought to penalize national efforts to create a more fuel efficient vehicle fleet.

As gas tax revenues decrease due to hybrid and electric vehicle ownership, states are looking for new sources of funding for pet projects.

The California Assembly approved legislation to expand the authorization of year-of-manufacture license plates to include owners of ’80 or older model-year vehicles.

Legislation to expand the authorization of year-of-manufacture license plates to include owners of ’80 or older model-year vehicles was approved by the California Assembly. The bill has already been approved by the California Senate and will now be sent to the governor for his signature and enactment into law.

Current law only authorizes owners of vehicles that are of a ’69 or older model-year, or owners of a commercial vehicle or pickup that is a ’72 or older to utilize California year-of-manufacture license plates. These plates must be legible and serviceable.

The Nevada Commission on Off-Highway Vehicles is conducting a study to identify how much the Nevada economy benefits from the off-highway vehicle (OHV) community and industry.

The Nevada Commission on Off-Highway Vehicles is conducting a study to identify how much the Nevada economy benefits from the off-highway vehicle (OHV) community and industry. The study will cover all forms of off-highway motorized recreation including UTVs, ATVs, 4WDs, dirt bikes and snowmobiles. Outdoor recreation is a multi-billion dollar industry and motorized recreation funds a significant portion of that total to Nevada’s local, regional and state economy. The Off-Road Business Association (ORBA) is working with the University of Nevada Reno to collect the data.

Click here to participate in a survey that identifies spending habits, where people are traveling from and specific types of motorized activities.

For companies that market OHV products and can estimate Nevada sales in the last year, contact Stuart Gosswein at stuartg@sema.org.
