Maryland Bill to Provide “Second Chance” for Vehicles That Fail OBD Emissions Test Not Approved by Committee

The bill provided that vehicles that passed the exhaust emissions test after a failed OBD test would be deemed in compliance with emissions standards established for the vehicle.
