As part of ongoing efforts to keep the industry on track with federal and state emissions compliance, and to assist members in understanding the requirements and identifying ways to minimize both cost and time, SEMA maintains information that addresses these issues in a user-friendly way. The "Black Book" is a summary of documents and steps involved in obtaining emissions-related parts compliance. This information is available for free to any SEMA member and can be found on the SEMA website.
Members should note that obtaining emissions-compliance status in California, based on the requirements of the California Air Resources Board (CARB), also satisfies the requirements of the Federal Clean Air Act. As a result, emissions-related parts that are legal for sale in California are legal for sale in all other states. Compliance is demonstrated by securing a CARB Executive Order (EO) based on test data that verifies a vehicle will continue to comply with emissions standards when an aftermarket add-on product is installed. No emissions-related parts may be legitimately labeled "49-state legal” if a recognized testing process has not been undertaken.
The U.S. Environmental Protection Agency (EPA) requires manufacturers to have a reasonable basis for concluding their products do not adversely affect the emissions of the vehicles on which they are to be installed. The EPA recognizes a CARB EO as meeting the required "reasonable basis." SEMA Technical Consultant Jim McFarland is available to help member companies obtain compliance for their products.

The SEMA Garage–Industry Innovations Center is a premier automotive research and testing facility that can measure vehicle fuel efficiency, exhaust emissions, drive-wheel horsepower and other auto-related tests at a reduced cost. A collaboration between SEMA and the Automobile Club of Southern California, one of the SEMA Garage's core capabilities is emissions testing related to obtaining CARB EO certification. Automobile Club technicians are responsible for all automotive and emissions testing and act as third-party, non-biased entities, which is essential to independent automotive tests.
