NCATThe SEMA-NACAT Award opportunity is open to all instructors who teach automotive-related courses at accredited U.S. and Canadian secondary and post-secondary schools and career training centers.

Are you an automotive educator who champions the automotive aftermarket? Do you know automotive educators who share their passion for the aftermarket with their students? Since 2016, SEMA and the North American Council of Automotive Teachers (NACAT) have partnered to recognize automotive educators who demonstrate the most innovative and effective use of aftermarket technology in their classrooms.

The SEMA-NACAT Award opportunity is open to all instructors who teach automotive-related courses (i.e., auto tech, diesel, collision) at accredited U.S. and Canadian secondary and post-secondary schools and career training centers. To qualify, instructors must have developed curriculum around the use of aftermarket products and are actively fostering the professional development of promising new aftermarket students.

Three finalists will be provided with complimentary hotel accommodations and air travel to the 2019 SEMA Show in Las Vegas. The award will be presented at the SEMA Show Educators’ Awards Breakfast, Wednesday, November 6.* The award winner will receive complimentary registration and $500 for travel to the NACAT Conference and Expo held in Cincinnati/Northern Kentucky, July 20–23, 2020.

The U.S. Trade Representative (USTR) has processed some requests to be excluded from the 25% tariffs imposed on August 23, 2018, on $16 billion worth of products from China. The so-called “List 2” tariffs cover 279 Harmonized Tariff System (HTS) code listings, including many types of plastics and several automotive products.

The USTR has excluded 79 HTS code listings in two separate notices (Notice No. 1 and Notice No. 2) covering an assortment of goods from chemicals to thermometers. A limited number of auto parts were excluded, such as wheel and transmission speed sensors, mopeds, and spark-ignition combustion piston type engines (746 to 4,476 W). Additional List 2 exclusion requests are still being processed. The exclusions cover all imports under the HTS listing number, not just the request filed by an individual importer.  

The USTR has just begun accepting exclusion requests for List 3 products imported from China. Requests must be submitted by September 30. Find out additional information about List 3 extension requests. The List 3 group are subject to 25% tariffs and cover nearly $200 billion worth of products, including many auto parts, from engines and metal fasteners to tires, transmission belts, brake pads and suspension springs.

The California Air Resources Board (CARB) has issued final certification procedures for receiving an Executive Order (EO) for new light-duty engine packages installed in new light-duty specially-produced motor vehicles (SPMVs). The rule includes certification procedures for the manufacturers of SPMVs. 

The industry-supported CARB rule helps implement a provision in a 2015 federal law called the “Fixing America’s Surface Transportation Act” (FAST Act) that permits small auto manufacturers to sell up to 325 replica cars in the U.S. each year that resemble classic vehicles originally produced at least 25 years ago. Although CARB has completed its work governing engine packages for SPMVs (i.e. replica cars), the law has not taken effect because the National Highway Traffic Safety Administration (NHTSA) has failed to issue regulations or implement the law. The FAST Act required NHTSA and the U.S. Environmental Protection Agency (EPA) to issue any necessary regulations by December 4, 2016.  

One simple regulatory option for NHTSA is to update the agency website so that low-volume manufacturers can register and file annual reports. Many small businesses made investments based on the premise that they could begin producing and selling vehicles in early 2017. Instead, they have lost money and been unable to hire workers and sell turnkey replica cars to eager customers.

The FAST Act mandates that replica vehicles will meet current model-year clean-air standards. Companies producing the vehicles will have the option of installing an engine package that has received a CARB EO or a motor vehicle engine package that is already covered by an EPA certificate of conformity for a current model-year vehicle. While CARB has completed its EO engine package regulation, the EPA is still finalizing a guidance document for its engine packages.
