Chip Foose and WD-40 Co. are teaming up again, this time to design a custom off-road truck that will be the first vehicle built inside the new, state-of-the-art SEMA Garage.  

Foose Design and WD-40 Co.—through a partnership with the Alex Xydias Center for Automotive Arts—will have leading SEMA manufacturers working alongside underprivileged teens and young adults to install parts and equipment on the Foose-inspired vehicle, dubbed the WD-40/SEMA Cares Foose Ford F-150. All work for the build program will be done at the recently built SEMA Garage in Diamond Bar, California—a facility that allows SEMA-member companies to test and prototype parts, try its 3D modeling and printing and use its full-scale photo studio, among other things. The completed truck will eventually be put up for raffle, with all of the proceeds going to three SEMA Cares charities.

“I'm so grateful for the opportunity to work with organizations like WD-40 Co. and SEMA Cares, who continue to support the automotive trade,” said Foose, president and CEO of Foose Design. “This year, we’ll have even more hands on deck to help out with the build, and there’ll be plenty of WD-40 brand products used throughout that process.”

Instead of being auctioned like previous WD-40/SEMA Cares vehicles, the enhanced ’13 Ford F-150 Lariat will be raffled off to one lucky winner in the spring of 2014. With raffle tickets only costing $50 starting November 1, 2013, owning a Foose-inspired truck is now more accessible than ever to all automotive enthusiasts. Proceeds from the raffled vehicle will benefit three SEMA Cares charities: the SEMA Memorial Scholarship Fund, Childhelp and Victory Junction.

“Off-roaders, truck enthusiasts and aftermarket companies have used our products for decades, for preventing mud from sticking to displacing moisture from engines,” said Tim Lesmeister, vice president of marketing for WD-40 Co. “Now, we have the next generation of automotive professionals and enthusiasts getting excited about working on a vehicle that will support a great cause, and that’s something we’re proud to be a part of.”

This is the sixth vehicle WD-40 Co. and SEMA Cares have teamed up to build and the fourth vehicle Chip Foose has designed with them. To date, WD-40/SEMA Cares vehicles have raised more than $575,000 for SEMA Cares charities.

West Virginia Delegate Gary Howell has been named vice chairman of the State Automotive Enthusiast Leadership Caucus. The Caucus is supported by SEMA and chaired by New York Assemblyman Bill Reilich.    

The Caucus is a bipartisan group of state lawmakers whose common thread is a love for automobiles. To date, almost 600 state legislators from all 50 states have joined the group. The Caucus serves to raise the motor-vehicle hobby’s profile in state legislatures across the country and in the eyes of the public. Many of these lawmakers have sought to preserve and expand the hobby by improving existing motor-vehicle statutes and regulations.

As a SEMA member and owner of Howell Automotive in Keyser, West Virginia, Howell immediately demonstrated his desire to get involved in keeping the laws in his state hobby-friendly when he joined the Caucus in 2011 upon his election to the West Virginia House of Delegates. He has worked extensively in the motorsports industry, raced both stock cars and drag cars, built winning race cars and award-winning show cars and designed racing parts. He has also hosted a syndicated radio show, written automotive magazine articles and served as a technical expert on automotive TV shows.

“I have been a strong advocate of SEMA-model legislation that helps car enthusiasts enjoy their hobby in a safe and responsible manner,” Howell said. “I have worked to remove the tax burden on low-income car collectors, sponsored a bill to implement an objective exhaust noise testing program and crusaded against increased ethanol blends in gasoline. I’m currently working on a car collector tag that can be transferred between vehicles, like a dealer plate. The plate could be used by collectors on recently purchased vehicles or those in the process of restoration.”     

Howell sits on the West Virginia House of Delegates' Roads and Transportation Committee in order to further help protect the rights of motor-vehicle enthusiasts. In addition, his current advocacy efforts are sensitive to the needs of small businesses—the catalyst for the United States economic engine.
 
“When I read legislation, I try to examine it through the eyes of people like Thomas Jefferson, Alexander Hamilton, James Madison, John Jay and Smokey Yunick,” Howell added. “Smokey Yunick would have made a great legislator. His ‘You read the rules for what they don't say, not for what they do,’ philosophy is one I’ve adopted. Many of the problems we experience are derived from the unintended consequences. Heeding Smokey's words helps me identify those consequences.”  

Despite his busy legislative schedule, Howell still finds time to fit in personal "car stuff" and enjoys driving his Dodge SRT-4, which won Car and Driver's 2005 SuperFour Challenge in the front-wheel-drive class. His dream car is a black ’71 GTX, 426 Hemi four-speed.

“I welcome this chance to serve as vice chairman of the Caucus in partnership with Assemblyman Reilich,” Howell concluded. “Together, the Caucus will continue to ensure the voices of auto enthusiasts are heard nationwide.”

Russia ranks sixth in the world in terms of annual passenger-vehicle sales. The country’s auto market has rebounded from the 2008–2009 recession with new-vehicles sales for 2012 up 11% from the previous year, which makes Russia the second-largest European vehicle market. With 2.9 million passenger vehicles sold last year, the country is quickly gaining on Germany—the top market in Europe—and many experts estimate that the positions will flip between these two countries in the next few years.

There are now 38.7 million passenger vehicles on Russian roads. But with 140 million people, a large, unmet demand still exists for those who have not yet had the opportunity to purchase a vehicle.

SUVs represent the largest and fastest-growing automotive sector in Russia, making up 31% of all passenger sales in 2012. Nearly one-third of all passenger-vehicle sales were SUVs—more than double the rate of SUV sales throughout the rest of Europe.

Purchasing Power: Russia has the highest gross domestic product per capita among the members of BRICS (Brazil, Russia, India, China and South Africa). “[By] 2020, Russia should be one of the biggest consumer markets on a global basis,” said Russian Machines Chairman Siegfried Wolf in a Just-Auto.com interview. The company also owns the GAZ Group automotive division. Per capita, Wolf said Russia has doubled the per capita income of the Chinese—$20,000 compared to $11,000—and India is at about $6,000.
