Legislation to establish a road-usage fee for all New Hampshire motor vehicles with a miles-per-gallon rating of more than 22.5 will not be considered in a vote by the full House and is essentially dead for the year. The measure had been approved by the House Ways and Means Committee. The bill would have required that the fee be collected at the time of annual registration of the vehicle. In addition to creating privacy concerns, road-usage fees penalize national efforts to create a more fuel-efficient vehicle fleet by taxing drivers based on vehicle mileage. As gas tax revenues decrease due to hybrid and electric vehicle ownership, states are looking for new sources of funding for pet projects.

The bill also allows those possessing a year of manufacture license plate more than 25 years old to use the plate as a historic trailer plate if the configuration of letters and numbers have not been issued to someone else. Under the bill, the owner of the historic trailer must keep the certificate of registration in the trailer at all times. The bill will next move to the full House of Representatives for a vote.
