Legislation was introduced in Ohio that allows for the titling of HUMVEEs as “historical motor vehicles.”

Legislation (S.B. 331/H.B. 710) has been introduced in Ohio to allow High-Mobility Multipurpose Vehicles (HMMWV or HUMVEE) to be titled as “historical motor vehicles.” The term refers to a vehicle owned solely as a collector’s item and for participation in club activities, exhibitions, tours, parades and similar uses, but not used for general transportation. Under current law, HUMVEES are not able to be titled for any on-road use in the state. The bills are currently in the House Committee on Transportation and Public and the Senate Committee on Transportation, Commerce and Workforce.

Replica CarLow-volume production of turn-key replica cars, such as this Dynamic Corvette ’56 restomod, hangs in the balance until NHTSA implements the FAST Act.

SEMA is encouraging its members to ask U.S. Department of Transportation Secretary Elaine Chao to implement the replica car law. Under the 2015 law spearheaded by SEMA, small automakers (5,000 or fewer vehicles produced globally) may sell up to 325 turnkey replica cars a year in the United States, vehicles that resemble classic cars produced at least 25 years ago.  

The National Highway Traffic Safety Administration (NHTSA) had a December 4, 2016, deadline to implement the law. Nearly two years later, NHTSA has taken no regulatory action.  

SEMA has put the agency on notice that it will file a court action if it fails to take immediate action. The delay is creating financial hardship for small businesses committed to the program. Replica car companies began making investments in new facilities, equipment and supplies based on the one-year timeline to implement the law. Instead, workers have not been hired and sales are on hold because of NHTSA’s inaction.

Ford Ranger
SEMA has available an Australian-spec ’16 Ford Ranger for members to measure.

An Australian-spec, 3.2L diesel-powered, right-hand-drive, 4x4 double-cab ’16 Ford Ranger is now available for SEMA members to measure. To date, 78 SEMA-member companies have measured the truck and/or accessed SEMA-produced scan data before displaying their products on the Ranger at the 2018 SEMA Show in Las Vegas.

The truck can be measured at the SEMA Garage in Diamond Bar, California. Or, if you prefer, it can be measured at your facility.

Contact Stephanie Martinez at the SEMA Garage to arrange to measure the Australian-spec Ford Ranger (different from the new U.S. version) in order to make export-ready product.
